Why do like all TV shows make a character younger than the actor.?

Look at some of the ages of the actors that play kids on TV and movies for example Jess in Bend it Like Beckham was like 26 when she played a 16-year-old Ashley Tisdale is 21 and plays like a 17 year old in HSM and The suite life.
