A Question About the GI Bill (Army)?

I know that spouses used to be able to use their service member's GI bill to use towards their college education, but is that still the case? I heard that it has recently changed, and if so when has it? And also if it has, does the Grandfather claus go into effect, and how far back? Any info is helpful. thanks
